HIE and xtol

Hi all,
Anyone has experiences with xtol? Kodak suggests 8.75 mins @68F for 0.58 CI.
I've develepoed 9.50 min for a little bit more contrast but most of the
images are underdeveloped. I was using D76 stock 11mins and having good
results. But when I checked Kodak's site for D76 times, I saw that they
suggest 8.5 mins for 0.7 contrast index. Now I understand why my roll is
underdeveloped but I'm also confused a little bit. How much should I
increase the developping time or should expose the film at a lower iso like
200? If you have any experience or comment and share with me, I would
appreciate a lot.
