This is fairly accurate.  Recently, I forgot my changing bag on a trip to
England.  On two of the three days I had for personal sightseeing, the weather
was gorgeous with sunny, blue, puffy-cloud-filled skies.  Of course I wanted
to shoot some infrared. So I put my fanny-pack camera bag in my lap with the
open camera inside. I folded my black-lined trench coat several times and put
it on top of the bag.  I stuck my hands inside and loaded the HIE canister.  I
unloaded the film the same way.  Did I mention I did this while on a moving
tour bus? (I did try to wait until my seat was in shade, rather than in direct
sunlight.)  I was relieved to find no fogging when I developed the roll.

I am not recommending this procedure, but it sems to support the idea that
with reasonable care (reasonably IR proof material and indirect sunlight, at
most) even HIE (35mm) will not suffer much fogging. Don't panic if you don't
have perfect equipment.
