I can't think of a worse combination than HIE and TMax developer. Your
development times will be too short to get even development. Perhaps if you
go to a 1:9 dilution you will have success, though my attempts with it still
produced uneven results.
Xtol is my developer of choice with film shot faster than EI 100, and it
works very nicely with HIE. Your development time sounds rather close to my
times when I was using D76 (1:1 dilution, 70F, 10 min), though I develop
35mm and 120 with tank inversion. Presoaking is not necessary, though if it
is part of your SOP then it doesn't hurt anything.
I would test your Xtol to see if it is good, as I can't think of a reason
for your results (other than the obvious fix before development, improper
dilution, etc.). Drop a snip of film in your Xtol to make sure that it
turns black.
