I used to have very mixed results with XTOL - I got excellent results with
it at times, so much so that I stuck with it despite having disasters with
some rolls, and an apparently very short useful life. But all that changed
when I started using distilled water - not just to mix the stock developer,
but also when diluting it (usually 1:1) for use. That seems to have solved
the problems, though it does still go bad - I'll notice a few spots
appearing in the negs when this starts to happen, and it'll get
progressively worse if I don't mix fresh stuff.
Since then, I've also switched to distilled water for mixing and diluting
fixer, stop bath, clearing agent, and photo flo (the latter, mixed with
distilled water, doesn't get all sudsy like with my tap water, and it seems
to prevent water spots much better) - basically everything but the running
rinses.
As far as HIE, I forget exactly what time I use - it's taped to one of my
kitchen cabinets (I'm visting family for the holidays), but I used to have
the thin neg problem too - try doubling the developing time.
