I don't know of any current developing tanks that are not IR opaque.
Your changing bag is another thing. I don't use one, but I know that there
are people here who have discussed them. I just pop the cannister out in my
bathroom (I mean, darkroom), open it and put the film in the tank there.
Never had a problem doing things that way.
