Makes sense - the shareholders are the ones who own the company.

As we read, it is not discontinuing HSI, it is merely no longer going to be
made in the UK.

If this were the case, why do you think that they continued making disc film
up until a year or two ago?  No, Kodak is one of the better companies when
it comes to serving their customers.  They are the only ones who offer a
toll-free line where customers can call and get answers to your questions
and their product offering is second to none.
