Well you use a red filter with the infra red film.... 
Color filters with ANY black and white film have the effect of making their 
own color (of the filter) white and the complimetary/opposite color black!
So the red filter makes the blue veins really show up.  And in contrast, the 
rosy skin, really pale!
So its not really a special quality of IR film... 
You might have figured it isn't that way with regular b&w film because you 
usually don't use a red filter?  Well I dunno  ;-)  but if you use a red 
filter with regular b&w film, you'll see the same effect on the veins  ;-)
That is also why the (blue) sky is really black... it is still not white when 
you use IR film withOUT the red filter, but you'll notice it isn't nearly as 
black...
