Sounds like the people who developed it used equipment with IR LED's??
Not sure though...  maybe someone else will recognize the symptoms  ;-)
If they have those, it will definitely leave the red lines along your film! 
At least you can get your money back right?  I know EIR developing is pretty 
expensive... good luck  ;-)
