Naturally #3 would be more dense than #2, because you're developing it
more.
To get less contrast, you need to:
a) develop less, or
b) use a lower contrast developer, or
c) try a more dilute developer (with proportionately longer dev time)
d) agitate less
remember to do all your developing at the same temperature (or know the
effect of temperature and compensate for it)
