HIE & D-19 development time........?

Hey all,
    I've been trying to nail the best dev. time for HIE in D19.  With three 
rolls processed so far, it's still not the results I desire.  I'd greatly 
enjoy any help in obtaining the correct development time or a good starting 
place.  Many thanks.

My times so far have been:

(All ISO's 400 and developed at 68 degrees) 

1.  straight for 6 minutes = negs. were bulletproof, way too dense

2.  1 + 3  for 11 minutes =  much better but still not there

3.  1 + 3 for 13 minutes = more dense than attempt # 2??

Any help is greatly appreciated, if I can get this figured out.....I'll head 
to Mendocino this weekend.  Urrgghh.......
