I've seen a lot of catalogs for photo companies that sell Kodak IR in bulk!
I'm not sure which ones though so I might not be much help but you can check 
out a magazine like Popular Photography or Outdoor Photographer ....  almost 
a THIRD of their magazines are ads in the back.... I'm sure thats where I've 
seen the bulk IR  :-)
