Is actually CI or Contrast index. It is the slope of the line from the heal
to the toe of the film.  The longer you develop your film, the more contrast
you get. The contrast index of .7 has a little more contrast than average.
As I recall .68 is what Kodak tries to hit on their black and white films.

You probably mean that you use 300 ml (milliliters) of developer for your
film. So it's not how much but how long you develop that gives you the .7
Contrast index.
