Of course it's difficult to give advice without having seen the negs and
the original shooting conditions... Maybe it's a combination of several
factors that led to underexposure: 1.) Sand, water and most of the
plants growing on dunes don't reflect too much IR. Metering from the
visible light and shooting through a #87, which practically only lets IR
pass through, will almost certainly result in underexposure. 2.) Sand
and cliffs are usually very light and tend to turn out  underexposed
even on normal film. It's the same thing as with other light objects: If
you meter from something light and you want it to keep its original
brightness, you have to "overexpose" from your camera's meter reading.
During my last winter holidays on the dutch North Sea island of Ameland,
I tried some shots on the beach on Konica IR (Wratten #25, a sunny day).
Fortunately I bracketed over a wider range than usual: The best negs
were "overexposed" by 2 (!!) stops from the camera's reading...
