First let me say that white spots is not an air bubble problem.
Bubbles cause clear spots on the negs which print black. My WAG is a
problem with the fixing or clearing.

I suppose you could say that a pre-soak is never necessary with any
processing. I like it because I had a problem with pinholes caused by
air bubbles and it allowed me plenty of time to bang the tank hard. I
do it more than once and I space it apart. It's the banging the tank
that solves the air bubble problem, NOT the pre-soak.
If you are really whacking away for an extended period, by definition
it alters your initial agitation. With a pre-soak that isn't true.
I also like it because I use HC-110 and the developing time is pretty
short. Because the developer has to displace the water rather than
being absorbed by dry film, it extends your developing time about 20
to 30 seconds.
Conceptually, it should also add a very small density to shadows and
slightly diminish highlights. Personally, I don't like halation and I
like a full range of printable values so that is a plus. Of course I
adjust my developing time and agitation to achieve that and those
play a major role, so I have no idea how much pre-soaking alters
highlight and shadow density.
