Dear Ibrahim,

Although the spots are not as characteristic as the examples Marco recently 
posted, it looks like air bubbles to me.

I am not good at chemistry, but my guess is that you have "hard" water in 
your area; that is water with a high mineral content. This might prevent the 
alkalai developer from covering your negs, leaving you with these little 
undeveloped spots.

Try diluting your D76 with distilled water and see if that solves the 
problem.
