Robert,
IMHO you rated the MACO film too high. I got good results, also with a 89B
filter (B+W092) when I rated the film at ISO 25, when I think there is a bit
less of IR I even set the meter at ISO 12. I develop in XTOL 1+1, 12 minutes
at 21 degrees C. So you under exposed your film and moreover the developing
time is too short for a dilution of 1+3. With this high dilution you have
most likely not sufficient developing power. I use at least 200 cc of
stock-XTOL together with 200 cc of water for a 35 mm roll.
