Oops, the developer time was Dektol (paper), not D76 or other film
developer. Are your prints yellowish? That can come from stop bath that's
too strong and not washed properly.

..what kind of colour does your safelight have? If it is yellow: yelllow
will slightly fog Ilford paper; you will see a light grey instead of a
pure white in the (extreme) highlights. But not a brown hue. I think
that has soemthing to do with your chemistry. I am not familiar with
Dektol, but 3min dev. time for RC seems longish to me. Was the Dektol
stock old?
Older paper can be fogged, ie greyish.
