Presoaking does little outside of altering the contrast (of course, it doesn't
hurt either). I would recommend agitating every 30 seconds. This is part of
my routine and I have never had this problem. Also, I use a two-reel tank -
not sure if this could be an issue either, but it probably allows me more
inversions each agitation cycle.
