Presoaking - increase or decrease in contrast?

Presoaking does what in regards to contrast - increase or decrease?
(I don't presoak, use D-76 and agitate every 30 seconds.)

I'd like more contrast - but not less. If presoaking might give me a
little more, I'd be willing to try it. How exactly is it done - just a
simple water soak for about 10-15 minutes or so prior to normal
development?
