I tend to agree, unless there's some weird HIE wierdness going on.
If the marks are water marks, or photo-goo, you should be able to see
the scum if you look at the film obliquely to a light source. You can
see an actual raised layer on both sides of the film. Also, you should
be able to wash them off.
If they were static, the marks would be in the actual emulsion, i.e.
streaks of higher density.
I don't use photo-flo. After I'm done washing I agitate in 2 changes of
distilled water, and just hang them up. My tap water is exceptionally
dirty.
