The other suggestion was static marks. I probably wind
it faster while I am bulk loading it in the darkroom
than when I advance the film in the camera, but I never
see static discharges while bulk loading.

Dear Steve,

The marks are probably not from static. Those marks would look like 
miniature lightning bolts or tree branches. I think you are using your 
Photo-Flo too long or are getting some contaminate in the bottle.
