please help with EIR

A student shot 6 rolls of EIR, and all had the same problem:  he used
several different filters, an 87, a 25, and a 12, and he occasionally got a
picture to work fine (albeit a bit overexposed) and then he'd have a bunch
of frames in a row that were bright red, actually, the color of a 25 filter
kind of red.  Those frames were clearly delineated, i.e. the EIR sprocket
holes and edges of the film are black and fine, the lettering is white as
normal, and in the red frames there is no image or hint of image whatsoever.
     He has an F100 camera, which he has shot successfully with infrared
before lots.  Is this a shutter problem??  Or gross underexposure?  Or what
is the simple answer I am missing? It does not look like fogging.  He says
that with the F100 if there is a problem with the shutter the camera lets
you know, so he doesn't think it is a problem.
