And it's not unusual to see milsurp [military surplus] viewers for this pop up 
on ebay for varying prices.

It's my understanding that cities use these for aerial photography for 
detecting new additions and the like.  Anything that's different from one 
photo to the other [over time, same time of year - winter???] will stick out 
for a trained viewer due to the ocular conflict.
