This technique works, I learned it from a large commercial photo shop. Use
talcum powder.  Don't rub it on!!  Turn the talc container on its side over
the glass and tap it with a pencil so that it poofs out and settles evenly
on the glass. The talcum is finer than fine grain and does not show up. 

Another solution would be to have a piece of anti-newton glass cut to fit
the scanner. Try Focal Point Photography.  I don't have their URL handy.
