I used to get the same problem with 120. I pre-soak the film
for 2 minutes
and it helps. Also some tank/reel designs seem to be worse. If the
film is
thinner or denser near the edges would indicate either more or less
agitation. For the heck of it try continual agitation and a bit less
time.
