Difficult to give general advice - and I don't know the area well - most
of my work is taken in London. And I haven't photographed gardens much,
though I've seen plenty of pictures by other photographers.
There are big problems in the UK with photography in any properties owned
by the National Trust.
Otherwise it depends on the owners. Generally if you wish to photograph
for private non-commercial use you are unlikely to have problems, but for
professional purposes you would need permission and normally expect to pay
for it. You may well be refused permission in some places.
If you start bringing in large tripods and lots of equipment you will
probably be treated as a professional. If you don't carry too much stuff
and work quickly you can get away with taking pictures in most places with
lots of visitors.
