Granted that the new century doesn't indeed begin until 1/1/2001, It does 
seem reasonable to assume that 1/1/2000 ushers in the close of the nineteen 
hundreds. It represents a milestone in the history of mankind and his 
practice of measuring time.  Reason enough to celebrate the entire yearlong.
