Astronomical Downloads

Does such a creature exist?

Ability for one to download astronomical images, such as star clusters, galaxies, general views of outer space, from a web site and use these images for a potentially commercial purpose, free of charge? I am unsure whether NASA has such capabilities, though I know their images are public domain.
