Dear James,
Maybe when you are looking at distant scenes, there is no difference between
lowering the camera or shifting the lens. But if you want to keep the back
straight so vertical lines do not converge, and you want more foreground,
the only solution is to shift.
Lowering the camera will change your perspective.
