Quoting from page 52 of the revised edition of Steve Simmon's book on the 
View Camera:

    'Rising the front of the camera ( or lowering the back )will put the 
horizon line lower in the frame, and decrease the amount of foreground in the 
photograph. Lowering the front ( or raising the back ) will have the opposite 
effect."

    Therefore, if you turn the camera upside down you will have the effect of 
raising the horizone line and increasing the amount of foreground. Simply 
lowering the camera on tripod will increase the amount of foreground, AND 
lower the horizon line, unless you have some front movement.
