Anything that moves the lens (rise/ fall) or tripod height adjustment
changes your point of view. Somebody said that they didn't understand
how a few inches or millimeters can make a big difference Well it can,
particularly in terms of your near/ far relationships. Perhaps you
should try it sometime instead of theorizing from vapors. Here is the
special case where it wouldn't matter: If everything you shoot is at
infinity and on the horizon, then no you wouldn't really see a
difference.
Somebody else wrote that all rise/ fall does is crop the image
differently. That is true only of rear movements, move the lens (an
excellent and well proven substitute for the human eye by the way) and
you change not only the composition but also the point of view.
