Won't work. My experience is that unless you are standing reasonably
close to the edge of the building, you will have to use a very small
vfov to get rid of the building you are standing on. 

Besides, the top of the elevator shaft (which is the main obstacle) is
probably not the only thing that's standing in the way. These buildings
also have other things on the roof like antennas, lightning distractors,
and a number of pipes with various functions. A number of them are
sticking higher up in the air than the elevator shaft, which itself can
be higher than your tripod may reach.

Besides. Not all buildings allow you to make an acceptable panorama in
four or more phases at all, because they do not even have an edge or a
fence that keeps you from falling off. I've been on a building that only
had a red line you are absolutely forbidden to cross without some sort
of safety line. And even if you would be attached to it, you are not
able to get close enough to the edge to keep the building you are
standing on out of the image. 

The result I have online is below my normal standard for various
reasons, but it does give you an impresion of what you are facing when
you're up there.

The top of the elevator shaft is not in the pano because it's a 270
degree pano. But you can already see large parts of the building. On
this building you are not able (allowed) to get any closer to the edge
than where i'm standing. But even if the elevator shaft is not there,
you are forced to make the pano from more than one position to cover 
360 degrees.
