Been there and done that over a dozen times.
I use 2 - 360 cameras shot at opposite building roof corners
at exactly the same time.  I've never had a problem with overlap
since you get to choose the choice perspective of buildings from
each end of each 250 degree view.  The same is possible using
35mm cameras, shot from only the two corners.
Yes, its necessary to get right to the building edge, with or without
safety rope. 
All you need are two stitches with the pan camera shots.
