net outage & digest length

We have been having intermittant net outages here - it appears
we are now reconnected and hopefully we can get caught up.

Also, after some discussion among the moderators, the digest maximum
size has been reduced a bit so as to try to keep it under 40k or
so for people who have ISPs that restrict the size of incoming
messages. It means, however, that there may be more than one
digest per day. Since we generally go by digest number rather than
date, hopefully it won't cause anyone to lose track of what is 
going on.

If anyone has problems, drop me a line so I can look into it.
