Yes, Bob.
Paul Wing does. He showed it briefly at ISU-congress in Paris in 91. He has the camera as well. Only a few prototypes was ever made.

The aim as I see it, was to get rid of the stereo window. With the wide field of view we
experience a much more realistic impression of reality, perhaps something like IMAX have created with their SOLIDO 3D Cinema system.

The LEEP concept was later brought into VR development. The VR concept so far, lack the "R", the need for very high resolution images.
