Underwood, Keystone and H.C.White published interesting 100 card sets of Germany, and probably other publishers did too. Local photographers published many German views during the flat-mount era, and William England produced an excellent series on the Rhineland during the 1860s if my memory serves me (no, I'm not that old). Wm. England's work is often outstanding in terms of composition and technical quality. Many surviving views demonstrate a wonderful clarity and great tonal range and look super 130+/- years later.
