There is a limited PS viewer called ROPS. I tried this and it was a lot 
easier (and smaller - around 330k) than the ubiquitous GhostScript.

I ftp-ed it from :

    src.doc.ic.ac.uk

Path/filename :

    /packages/ibmpc/windows3/util/rops1642.zip

It doesn't give such an accurate reproduction as GhostScript because it uses 
TrueType fonts, but it worked "out of the box" and allowed me to view a 
couple of files I had downloaded from the bobcat site with very satisfactory 
results (including the graphics).
