That's the TDC Project-or-View.  It has a ground-glass screen built in for rear-projection.  You can shift parts around and project onto a larger screen.  I had one years ago.  I sold it because I felt the image was just too dim to be worth the trouble.

I guess I should have "collected" it. ;-)
