I suggest you look up NEWSWEEK from a few weeks ago; it contains some fascinating
articles regarding the development of the human brain and the various ages that
develop for different perceptions/abilities.
A fellow Professor in my Department was born with eyes that did not track in 
unison.  He did not have eye surgery before the requisite age...  He tells me 
he was told that if he had surgery then or now, he would not have stereo vision.
I do not know the intricacies of why & how.  I can so I do.
