circular polarizers

Someone wrote wanting an explanation of these things. I'm no expert but I do 
remember reading something that seemed pretty clear to me. 

The article said that circular polarizers were "compound." The front element
is the standard polarizing material. The back element is something else that 
"re-scatters" the light so that it is not polarized when it reaches your SLR 
mirror, meter, or film. The only reason for going to such trouble is to get 
better
metering results from Off The Filmplane metering systems. There aren't too
many of those around, so most of us don't need to pay extra for this feature.

Is any of this even remotely true?
