I would think that the heat would be bad for the chips.  Are you sure that
they were not  dammaged at all(no warping, bubles, etc...).

I hate to tell you, but at STaples (office supply store for those that
have not heard of it) sells a heat sealer like the one you mentioned for
about $40 to $60.
