I just received an email message from Larry Hess, NSA Secretary. 
Apparently the Postal Service sat on many or all of the bulk-mailed
(third class) copies of the most recent issue (Jan/Feb 96; Vol. 22 No. 6)
somewhere, probably in their Cincinnati facility.  The NSA's receipt
from the Postal Service is dated April 13, nearly five weeks ago.  
It seems that the Postal Service has finally begun to move them out, as 
receipts have been reported in OH, IL, and PA.  So if you haven't
received your copy of this issue, it should arrive soon.
