NYC Location?

Can any of you eastern seaboard types tell me about the following?

In a recent episode of Seinfield, there was a brief shot of some kind
of massive arched monument, white. It sits astride a street, but is
planted with grass (and maybe has tombtones?) blocking traffic, has
a chain link fence around it. I'm assuming this is in NYC, possibly
Manhatten.  I've got an unlabeled amateur view of this, so have
wondered about it.
