Sounds like the Washington Square arch, which sits at the bottom of
Fifth Avenue where it abuts Washington Square Park. The Arch looks
like a miniature version of the Arc de Triomphe in Paris. About 12
years ago or so, they started painting the bottom portion of the arch
white to cover up the grafitti.
