There are a number of stock lens manufacuturers.
Domestically, 
Esco
Rolyn
Melles Griot
Newport Corp
there are some German sources whose name escape me
Casix in China is very inexpensive.

If there were sufficient demand for a quantity of eyepiece lenses of one specific type, 
a quantity order could be made for a custom lens, greatly decreasing cost.  By going 
offshore and buying in thousands, the lenses could be had for just a few dollars each 
(coated achromat).
High speed grinding and polishing machines take some tooling, but they can generate a 
surface in 30 seconds or so.  4 surfaces/lens, == 2 minutes/lens.  If made from molded 
blanks, the only other operations are coating (1000 pieces/coating run) and cementing 
(alas, still one at a time).  A 10 hour run gives 3000 complete achromats.  It is this 
kind of quantity where serious prices breaks begin.
