I haven't attended an NSA convention yet (I plan to next year), but I 
understand that room hopping is one of the best parts.  As Mike K.
stated above, most of the newer hotels along the strip require you 
to show your key (or magnetic card) before you get access to the
elelvators that go to the rooms.  That would certainly put a damper
on room hopping if everyone wasn't staying in the same hotel.
