Fibre Optics sounds like a neat idea. Do they affect color temperature?
Rather than use devices that move the fibre optic, why not have several
groups of them each connected to a different flash? Is it possible to rig a
single electronic flash to fire several times in a space of 1/125th of a second?

It's a possibility. I think it goes with out saying that if you showed up in
public with this Frankenstein-like contraption, you'd definately draw a crowd.

to flashing lights by running away or stopping as if hypnotized?

Yep, they'd definately haul me to the loonie bin at that point!
