I've been using a small paper cutter (in fact, I think it's a 
photographic paper cutter), with about an 8" blade.  I leave the film in 
its transparent sleeve, put the paper cutter on top of my light table, 
push the film strip up to the top guide of the cutter, then slide the 
film towards the cutting edge until the frame edge is right on the 
blade's line of cut.  The light from below makes it easy to see the right cut 
point. This gives a clean, straight edge exactly between frames.
