Why NSA and PSA choose Holiday weekends???

Gee....dont want to sound negative here...but how do the NSA and the PSA
comittees choose July 1-5th and Sept 1-5 as dates for conventions....I still
dont get it.... I am out of ther loop on the process....but if it is because
of low hotel rates....that is good....however....I would imagine both 1997
conventions are going to lose a lot of attendees because these two weekends
are the biggest summer holiday weekends.....and
a) Many will want to be with their families 
b) Many families will discourage their loved one(s) from  going....unless
they too are in to 3-D
c) Did anyone stop to think that these are heavily travelled weekends....and
those who use frequent flyer miles to get to NSA or PSA.....cannot use
them....these are blackout times .....cant use those credits...
