Only if a company chooses to make their customer service "powerless".

Some companies give their phone answering folk "power" to satisify
the customer (within limits which are greater than zero) or to transfer
the customer to someone who has the authority (or to go to such an 
authority on the customer's behalf).

Dumb bureaucracies are designed, they aren't inherent facts of 
corporate or government life.

I'd say there's egg in Fuji's face.
